This is a very unusual insect in Baltic Amber. It is a Cicada (Auchenorrhyncha) from Russia. Cicadas are very uncommon insects in the fossil record. This specimen has GREAT wing detail and the legs and underside display well. The Cicada is easily seen in the large amber piece. And there are also two other insects caught in the amber. This is a very collectible example of a Cicada trapped in fossil amber (close-up photo is included for free).
