This is an unusual flying insect. It is a Bark Louse (Psocoptera) trapped in Baltic Amber. This insect is complete and has great detail, especially in the head area. The wings still retain the "stained glass" venation pattern, definitive of this type of insect. The louse is EASILY seen in the large, honey-colored amber nugget. This is a textbook Bark Louse from the Baltic Coast of Russia (close-up photo is included for free).
