This is an unusual insect in Baltic Amber. It is a Gall Gnat (Cecidomiidaea) from Russia. This specimen has good detail - the simple wings are easily seen. The antennae also have good detail, looking like a string of pearls. This is a nice Gall Gnat trapped in Baltic Amber (close-up photo is included for free).
